Canada and Mexico Strengthen Alliance Ahead of USMCA Review

Meeting in Mexico City, Canadian and Mexican leaders vowed to strengthen coordination ahead of a key USMCA review with Washington.

Canadian Prime Minister Mark Carney and Mexican President Claudia Sheinbaum pledged to deepen cooperation on trade and security as they prepare for a high-stakes review of the United States-Mexico-Canada Agreement (USMCA) with Washington. Carney met Sheinbaum in Mexico City on Thursday, marking the first bilateral visit by a Canadian prime minister to Mexico in eight years. At a joint press conference, both leaders stressed their commitment to closer ties and to maintaining their trilateral partnership with the United States despite U.S. President Donald Trump’s escalating trade war. “Mexico and Canada will continue walking together, with mutual respect and with a certainty that cooperation is the path to overcome any challenge,” Sheinbaum said.

Carney described North America as the “economic envy of the world,” highlighting the role of Canada–Mexico trade. “I have full confidence, and so does the president [Sheinbaum], that we can find the adjustments needed to reinforce competition and competitiveness in our region,” he noted.

The two leaders emphasized they are not competing with one another for Washington’s favor, even as both pursue side negotiations with Trump. “We will move forward together,” Carney said.

Tensions with Washington have escalated in recent months. Trump imposed 50 percent tariffs on Canadian steel, 25 percent on Mexican pharmaceuticals, and an additional 25 percent “fentanyl tariff” citing drug flows across the border. Trump has also made provocative political moves. He suggested Canada should become the U.S.’s 51st state and issued an executive order instructing federal agencies to rename the “Gulf of Mexico” as the “Gulf of America.” In August, reports surfaced of a secret order authorizing possible U.S. military action against Mexican cartels. Sheinbaum rejected speculation of U.S. intervention at the time, stating: “There will be no invasion of Mexico.”

Despite tensions, economic ties remain deeply intertwined. The U.S. is the top trading partner for both neighbors, while Mexico and Canada are Washington’s first and second-largest partners, respectively. Bilateral trade between Mexico and Canada totaled $40.5 billion in 2024, compared with $924.4 billion in trade between Canada and the U.S.

Canadian officials accompanying Carney described the relationship with Mexico as excellent but acknowledged there is room for closer cooperation. With the USMCA review approaching, both governments signaled their intent to align more closely in managing relations with Washington.
