The spoils of genocide. Trump's Gaza plan fuels tensions between Egypt, Turkey, and Israel

Debated at the UN, Trump's plan has crystallized the rivalries between the region's reactionary regimes, each seeking to secure its share of the Gaza reconstruction market and investment opportunities for its respective bourgeoisie. Simultaneously, the imperialist plan paves the way for a renewed occupation of Gaza, or even for the resumption of genocide by Israel.

On Monday, November 17, the United States submitted a resolution to the UN Security Council seeking to legitimize the deployment of an occupation force in Gaza , under the direct control of Trump and Israel. The text envisions the creation of an armed force, authorized to fire upon Palestinians, whose mission would be to demilitarize the Gaza Strip and disarm Palestinian factions on behalf of Israel, which has failed to achieve this objective after two years of genocide .

The resolution, the product of an internal diplomatic battle among the perpetrators of the genocide and following Trump's plan, was slightly modified by the Gulf States and the European Union to include an extremely vague reference to the creation of a Palestinian state following the reform of the Palestinian Authority . For its part, Russia proposed a counter-resolution , supported by China, advocating for a faster implementation of the two-state solution: a chimerical and reactionary plan that amounts to building a phantom state in the occupied territories, under the constant threat of a heavily armed Israeli state, backed by all the imperialist powers.

Towards a new occupation of Gaza
But whatever the outcome of the vote, the hastily drafted resolution reveals the profound hypocrisy of international law, as well as the contradictions of Trump's plan, which seeks UN support for its implementation. Politico revealed internal White House documents last week indicating that Washington likely has no idea how to implement the second phase of its reactionary plan, following the Israeli-Palestinian prisoner exchange and Israel's multiple ceasefire violations. It already seems highly unlikely that Hamas can be disarmed, paving the way for the combined scenario proposed by Jared Kushner .

According to revelations by The Guardian , the United States has begun drafting a plan to divide Gaza into two zones . Hamas would retain control of 47% of the Strip, while reconstruction would only begin in the 53% of territory controlled by Israel. While the first zone would be left to its own devices, Washington would build a “ new Gaza within Gaza , ” as summarized by Israeli security advisor Eran Lerman : “Once the Palestinians see that this part of Gaza offers a better life, the population will begin to migrate from the Hamas-controlled area to the new Gaza.” This option would amount to completing the ethnic cleansing of almost half the territory.

On the other hand, the composition of the occupying force, a central element of the resolution seeking to legitimize it, is fueling regional contradictions and rivalries. The $70 billion market for Gaza's reconstruction is generating considerable interest. While Trump aims to lead the "board of directors" that will control Gaza, the region's reactionary regimes aspire to integrate themselves into the occupying force to secure a seat at the negotiating table for their respective capitalists and exclude their competitors. However, this represents an enormous risk. By associating themselves with a new occupation of Gaza, these regimes would be committing what little "political suicide," as Claudia Cinatti points out , potentially destroying what little legitimacy they still retain among their populations.

The reconstruction market and regional rivalries
While the United Arab Emirates, which continues to plunge Sudan into violence, wants to ensure its troops are under a UN mandate and do not have to confront Hamas, Egypt aspires to secure the reconstruction contract for the al-Organi group, close to President al-Sisi, which has already built a reputation for charging exorbitant sums to Gazans trying to escape the massacres by crossing the border. For its part, the Turkish government, also eager to occupy Gaza, is trying to preempt the contract and increase its regional influence. This strategy is also being adopted by Pakistan and Italian imperialism, which sees it as an opportunity to strengthen its presence in the Middle East and the Mediterranean region .

This prospect deeply worries Egypt, as Zvi Bar'el points out to Haaretz : “The last thing Cairo needs is economic competition with Ankara, which would erode the benefits Gaza could generate. There are also political tensions between Egypt and Turkey stemming from their rivalry in Libya,” where the Turkish-Qatari axis supports the official government against the faction of Khalifa Haftar, backed by Egypt. Israel shares this view, as it is concerned about the military threat posed by the presence of Turkish troops in Gaza and refuses to allow Pakistan to join the coalition.

Faced with Israel's refusal, Erdogan authorized the issuance of dozens of arrest warrants against Israeli officials implicated in the genocide. This measure, given the strong trade relationship with Israel, is entirely hypocritical and is primarily part of a pressure campaign amid escalating tensions between Ankara and Tel Aviv over Syria. Since the fall of Bashar al-Assad, the regime of Ahmed al-Sharaa, now under US influence, remains trapped between Turkey to the north and Israel to the south, which has advanced as far as Damascus, beyond the Golan Heights, territory it illegally annexed. While the Syrian reconstruction market, estimated at $216 billion , promises to be particularly lucrative, the rivalry between Turkey and Israel is also intensifying.

The Trump plan, therefore, crystallizes the rivalries between the region's reactionary regimes, each seeking to strengthen its regional influence and secure investment opportunities for its respective bourgeoisie at the expense of the Palestinian people. With the aspiration of liquidating the Palestinian cause, the plan exposes the region's workers and working class to the risk of renewed conflict, while Netanyahu's belligerence continues to turn the region into a powder keg. In the short term, the fragility of the Trump plan primarily paves the way for a renewed occupation of Gaza, or even for the resumption of genocide by Israel.

While the “Trumpian peace” ravages the region, it is urgent that the Arab and Turkish peoples react against the maneuvers of their governments, complicit in genocide, who sacrifice Palestinians for profit, and against the plans of imperialism and Israel, which are preparing new massacres. In this struggle, the workers of the imperialist metropolises, who support Israeli colonization as if Palestine were their own colony, have a crucial role to play. More than ever, it is urgent to build a powerful internationalist movement that puts an end to the colonial illusions of the imperialist powers and their regional allies, whether in Sudan, the Congo, or Palestine
